    Practicing Fair Housing

    The City of San Diego is committed to enhancing reasonable housing efforts by promoting fair and equivalent housing opportunities for its residents. It is devoted to highlighting the Fair Housing Law, Title VIII of the Civil Liberty Act of 1968 and the California Fair Employment and Housing Act (FEHA) by continuing to resolve discrimination in our community and to support programs that will educate the public about the right to equivalent housing opportunities.

    It is the City's policy to offer services without regard to race, color, origins, faith, nationwide origin, age, gender, marital status, familial status, income source, sexual preference or disability. This commitment encompasses all programs offered by the City.

    Fair housing can be defined as a condition in which people of similar income levels in the exact same housing market have a like variety of housing choice available to them regardless of race, color, origins, religion, national origin, age, gender, marital status, familial status, income source, sexual preference or special needs.

    If you think you have experienced housing discrimination or harassment, call the Fair Housing Center within one year of the event. Follow these actions:

    1. Call the Fair Housing Hotline at 844-449-3500.
    2. Talk to a housing counselor about the incident.

    Analysis of Impediments to Fair Housing Choice (AI)

    The City of San Diego, in conjunction with the San Diego Regional Alliance for Fair Housing, has completed the Analysis of Impediments to Fair Housing Choice (AI) for 2021 to 2025. Established by the U.S. Department of Housing and Urban Development (HUD), the AI is a streamlined process designed to help jurisdictions - like ours-- understand and examine our Fair Housing landscape.

    The AI report represents a demographic profile of San Diego County, examines the extent of housing requirements amongst specific income groups, and assesses the variety of readily available housing options for residents. The AI likewise examines the conditions in the personal market and public sector that may limit the series of housing choices or hinder an individual's access to housing. More importantly, this AI determines obstacles that may avoid equal housing access and develops options to reduce or eliminate such impediments.
